Seven people. Between them, four decades inside Ohio public construction, a CPA who audits school districts, and a former assistant superintendent.
Michael T. Mendenhall
Mike Mendenhall founded MCS & Associates in October 2018, after 30+ years serving the State of Ohio. He spent nearly ten years on the Executive Management Team at the Ohio Facilities Construction Commission, where he managed hundreds of school projects and was on site for hundreds more, working through procurement, design, construction and commissioning. He has since served as owner’s representative for districts across Ohio and has been responsible for more than $500 million in construction and renovation work. He started MCS to put that experience on the district’s side of the table.
Jason T. Uhrig
Jason leads MCS’s budgeting and financial services. He is a CPA licensed in Ohio and has spent 25+ years auditing public entities, most of them school districts, which means he has seen how a construction budget looks from the other side of the audit. On a project he builds the budget, tests it against the drawings at every design milestone, and watches it monthly, so a shortfall surfaces while there is still time to decide something about it.
Holly B. Carr
Holly runs MCS operations and reviews the contracts our clients sign. She has worked on public construction averaging $250 million every three years, and on a project she is the one reading the agreement before the district signs it and supporting the team through pre-construction. Contracts are where a district’s exposure is decided long before a shovel moves, and she treats them that way.
Kyle C. Uhrig
Kyle spent 14 years in Ohio public education, most recently as an assistant superintendent, before joining MCS. He has sat on the district side of a construction project: in the board meeting, in the budget conversation, and in the building when the work is happening around students. He manages projects and works with districts considering one, and he is usually the first person a superintendent talks to here.
Anne M. Frost
Anne joined MCS in 2024 as a senior project manager. She came from the Ohio Adjutant General’s Department, where she handled procurement for state construction work, so she knows how public purchasing rules actually operate rather than how they read on paper. On a project she runs the day-to-day: the meetings, the documentation, and the questions that need an answer before Friday.
Nick T. Corcoran
Nick manages projects for MCS and is often the district’s main point of contact. He came from transportation and logistics, an industry that runs on schedules other people depend on and on documentation that has to hold up later. He brings both to a construction site: coordinating the parties, keeping the project record current, and making sure the district hears about a problem from us rather than from somebody else.
Justin M. Mendenhall
Justin manages projects through closeout and the warranty year, the phase where districts are most often left on their own. He came from Department of Energy work, where field data has to be recorded exactly and verified by somebody else before it counts. That discipline is what closeout needs: punch lists driven to completion, warranty claims documented and pursued, and closeout documents secured while the people who have them are still answering the phone.
